Russia has been proactive and effective in its efforts to promote international cooperation in real estate and land use sectors. Overall, the Federal Service for State Registration, Cadastre and Cartography, also known under its Russian-language abbreviated designation Rosreestr, signed 22 memorandums and agreements governing its ties with the corresponding agencies in other countries, Deputy Prime Minister Marat Khusnullin said in a statement.
“This includes the three memorandums that were signed with Kyrgyzstan, India and Serbia since the beginning of this year. We must study and take on board the best international practices in order to improve the services we offer in land use and property. This includes building the National Spatial Data System, or NSDS. In addition to this, Rosreestr has been able to master cutting-edge competences in this sector and can help other countries streamline title registrations and cadastral records, as well as create cutting-edge geoinformational resources. A major international project pursues this objective. It consists of building a geoportal hosting spatial infrastructure data for the CIS countries, and is based on NSDS, a single digital platform developed by Rosreestr,” Marat Khusnullin pointed out.
The CIS spatial infrastructure data geoportal is one of the agency’s four major international projects carried out within the framework of the Interstate Council for Geodesy, Cartography, Cadastre and Remote Sensing of the Earth. The President of Russia signed a list of instructions in this regard in November 2022.
“The effort to create this geoportal relies on our experience and the technological solutions we used when designing NSDS as a national information system. It will enable people, businesses and professional market participants to get quick and convenient access to geospatial state data from the CIS countries and the relevant e-services. Today, we have a timeline for making the single state cloud platform infrastructure available for hosting the portal and providing for its operation. All the parties to the CIS Interstate Council have drafted work specifications for executing our primary objectives in this regard and agreed on the basic parameters for these services. Our plan is to launch the portal in 2025,” Rosreestr Head Oleg Skufinskiy said.
The agency has three other international projects with Uzbekistan, Abkhazia and Kyrgyzstan, all dealing with building national cadastral assessment systems. In particular, Rosreestr has been helping Abkhazia develop an automated information system for managing its real estate cadastre and a software module titled Real Estate Cadastral Value Assessment. The project in Uzbekistan is expected to be completed by the end of 2024.
In addition to this, Rosreestr has signed six roadmaps for sharing experience and best practices in title and cadastral registration, and creating spatial data infrastructure. The agency has been working with Türkiye, Armenia, Tajikistan, Turkmenistan, Uzbekistan and South Ossetia on these matters.
In addition to this, Rosreestr has stepped up cooperation with countries in the Middle East, Africa, Southeast Asia, Latin America and China, and has joined the BRICS Working Group of Geospatial Technology and its Application.
Working with the relevant international organisations, including within the UN system, where the agency represents Russia, remains high on the agenda for Rosreestr. This enables it not only to explore best practices in geodesy, cartography and spatial data infrastructure, but also promote Russia’s achievements and technology on the international stage.
