Agenda: spreading the state programme of rural areas development to new regions, improvement of the public and municipal procurement mechanism.
Mikhail Mishustin’s opening remarks:
Good morning, colleagues.
Today we will begin with the development of rural areas.
We have in place a relevant government programme that provides for the construction of housing, the building of necessary infrastructure, including for water and gas supply, and the improvement of public spaces. Regional and local roads are also being repaired, health care and education facilities are being built, and conditions for sports are being created. And many other steps are being taken to improve the quality of life for rural residents.
The President spoke about the need for continuing the programme, emphasizing that it is necessary for the people and the country.
This year, 70 billion roubles have been allocated in the federal budget for the execution of such tasks. Eighty-five regions of the country are now receiving them.
Of course, all Russian regions should have these opportunities. That is why we will extend the programme to the Donetsk and Lugansk People’s Republics, Zaporozhye and Kherson regions.
Even before these regions had conditions for agriculture that let them harvest good crops despite the difficult situation. The adopted decision will provide another impetus for local farmers. It is also very important for creating new jobs.
It is necessary for ensuring that appropriate funding for rural areas in these four regions is fully included in the federal budget for next year as well.
Some more about a decision that is intended to encourage opening new production sites.
To attract private investors the Government has substantially expanded the mechanism of compensation for the entrepreneurs’ costs of developing industrial infrastructure by setting the federal budget subsidy at 99 percent of the Russian constituent entities’ relevant expenses.
Now management companies of all types of technology parks, including those in the high-tech sector, will be able to receive co-financing. These rules have also been extended to projects for upgrading and reconstruction of existing enterprises.
Moreover, such state support will be available not only in regions with low socio-economic indicators, but also in single-industry towns, where it will contribute to the creation of new jobs. And also in the Donetsk and Lugansk People's Republics, the Zaporozhye and Kherson regions. It will help quick industrial recovery in those territories.
It is important to keep on active development of the industrial infrastructure, taking into account the objective set by the President to strengthen the country’s technological and industrial sovereignty.

The Government is improving the mechanism of public and municipal procurements.
On the President’s instruction we are systematizing the procedure for their conducting in the event of small needs – as a rule less than 600,000 roubles. This is done by using a single supplier, which is a barrier in many cases for small and medium-sized enterprises.
Now, we will produce a special catalogue containing descriptions of specific goods with an emphasis on digital passports for domestic industrial products to enable the customer choose the best price offered.
We will establish single requirements for the information systems to be used in performing such procedures, primarily in terms of reliability and safety. There will also be an opportunity to contest the result.
We provide for a number of other instruments, which are to accelerate small and frequent procurements and make them more transparent. And, of course, they are to facilitate participation of medium-sized and small enterprises employing all together about 30 million people.
