A broad spectrum of cooperation between the CIS states was discussed.
Moscow hosted the 102nd meeting of the Economic Council of the Commonwealth of Independent States chaired by Deputy Prime Minister of Russia Alexei Overchuk.
The parties discussed topical issues of cooperation between the CIS member states with an emphasis on promoting interaction in energy, automotive industry, radio navigation, forestry and timber industry, veterinary medicine, statistics and other areas.
In his opening remarks, Chair of the Economic Council of the Commonwealth of Independent States, Deputy Prime Minister of the Russian Federation Alexei Overchuk emphasised that the CIS countries were the closest trade and economic partners. The CIS’s role as an integration association is also increasing, as evidenced by the significant economic growth of all its members, increasing trade volumes, expanding cultural, humanitarian, scientific and technical ties, and the implementation of new relevant ideas and initiatives.
“We are working to strengthen and expand practical cooperation and help launch new innovative and useful projects for people and businesses. This is especially important during the global economic transformation based on the principles of multipolarity, and the rapid digitalisation of trade and economic processes. New areas of cooperation open up, and it is necessary to strengthen cooperation and mutual trade, considering the processes of import substitution, deepening integration in a number of areas, including in the field of socioeconomic development, financial and humanitarian cooperation. We have significant potential in developing these areas of interaction and implementing joint projects in them,” the Deputy Prime Minister noted.
The meeting participants were briefed on the main 2023 targeted macroeconomic indicators of the CIS economies as a folow-up to the decisions of the CIS Heads of Government Council. The indicators describe the state of the CIS economies as well we their development dynamics, and serve as guidelines when government bodies make decisions in the political, economic and social spheres. It was noted that in 2023, the CIS member states generally stayed within the recommended benchmarks of macroeconomic stability.
Updates were provided on the activities of the CIS Council of Heads of Statistical Services in 2020–2023.
The issues of the epizootic situation in the CIS member states in 2018–2023 was considered, which is of particular importance, as it is directly related to food security and people’s health.
An action plan was adopted to implement the CIS Cooperation Agreement in the Automotive Industry until 2030, dated 28 October 2016. Its implementation will help expand interaction between the CIS member states in this area and increase the contribution of the automotive industry to the economy of the parties to the agreement.
A decision was made to amend The Concept of Formation and Development of an Interstate System for Personnel Training and Retraining and Advanced Professional Development in the Field of Scientific and Technical Information, dated November 20, 2013 the concept of how to form and develop an interstate system of training, professional retraining, and advanced training of personnel in the field of scientific and technical information, approved by the Decision of the Council of Heads of Government of the CIS of 20 November 2013.
In addition, the functioning of CIS member states’ energy systems in the autumn-winter period was discussed. In 2023, the Executive Committee of the CIS Electric Power Council conducted a systemic analysis of the past autumn-winter periods by the CIS member states’ energy systems and presented proposals on how to improve the mechanisms of interaction between businesses aimed at ensuring stable energy supply.
Reports on the activities of the Intergovernmental Council of Road Workers in 2019–2023, the Interstate Coordination Council for Scientific and Technical Information in 2019–2023 were also considered, as well as updates on the progress in the second stage (2022–2025) of the action plan for the implementation of the Guidelines for the cooperation of states — CIS member states in the field of forestry and forest industry for the period up to 2025.
