Agenda: outcomes of the meeting of the CIS Council of Heads of Government, supporting the fishing fleet, renewing the bus fleet in the regions, and rebuilding roads in the regions affected by floods.
Mikhail Mishustin’s opening remarks:
Good morning, colleagues.
In his executive order concerning the updated national goals, the President set the goal of forming a network of sustainable partnerships with foreign countries and creating an infrastructure for foreign economic activity, technological and industrial cooperation, as well as entering new markets.
Last week, the Government made a working trip to Turkmenistan to participate in a meeting of the CIS Council of Heads of Government in Ashgabat. It was held as part of Russia’s CIS chairmanship.
The CIS today is an effective platform for building a multilateral dialogue, coordination and promotion of common initiatives in our macro-region.
In the year of Russia’s chairmanship, we will continue to do everything that is necessary to enhance the high standing of the Commonwealth and to expand ties with other integration associations.
At the meeting, we discussed in detail the key items on the multilateral agenda. We paid special attention to pressing issues of our economic interaction.
Important agreements on expanding cooperation in energy and transport, the chemical industry, and hazardous waste management, as well as elimination of the accumulated environmental damage have been signed. Together, we will continue to take measures to protect intellectual property and to develop national telemedicine systems.
I am confident that the decisions made by the CIS Council of Heads of Government will promote productive cooperation between our countries and help improve the quality of life of our citizens.
Colleagues, please closely monitor the implementation of the agreements in the areas within your purview.
Supporting the fishing fleet is next on our agenda.
The President noted that the sanctions are holding back the construction of ships, and the restrictions primarily affect spare parts and equipment.
The Government will allocate over 3 billion roubles to overcome these difficulties. The subsidies will be provided to Russian organisations to reimburse part of the costs of building ships at the shipyards in the Far Eastern Federal District. A total of 13 crab catchers will be launched within three years, and these funds will be used to launch seven of them faster.
It is important for the Ministry of Industry and Trade to make the allocated funds available to the shipbuilders as soon as possible.
Renewing the bus fleet in the regions for the passengers to travel comfortably and safely is another important item on our agenda. Improving the quality of life is the key national priority.
In his Address to the Federal Assembly, the President spoke about large-scale plans to expand public transport in the Russian regions in keeping with the environmental standards. Over the next six years, the regions will obtain about 40,000 additional buses, trolleybuses, trams and electric buses.
The Government has allocated 750 million roubles for the Pskov Region to purchase 25 increased-capacity buses this year. They are manufactured by KamAZ, Tatarstan, and are specifically designed to service urban and suburban routes with large passenger traffic.
We expect that more buses will help reduce motorised traffic intervals, especially in peak hours, in order to cut down the commute time which will also reduce operating costs through more economical fuel consumption.
We will continue to focus on these issues. We must fulfill all our plans.
The systematic support for the regions is one other item on our agenda.
A number of the regions have been impacted by natural disasters, such as Crimea which was battered by a hurricane and heavy rains in late 2023. Back then, the Government promptly helped bring housing, utilities and engineering infrastructure back to normal.
We have set aside over 3 billion roubles from the budget to rebuild roads damaged by floods in six Russian regions, including Crimea, the Transbaikal, Primorye and Khabarovsk territories, and the Amur and Irkutsk regions.
Now, at the direction of the President, we will provide an additional 2 billion roubles for these purposes.
To reiterate, we are talking about local, interurban and regional roads which are used most extensively.
Recently, the Orenburg and Kurgan regions have been hit by massive floods. Nine billion roubles have been allocated to help the people and to provide disaster recovery. Many sites were impacted and roads were washed away.
Mr Khusnullin, it is important to bring them up to standard. I’m aware that you on it, but please keep this issue under your personal control.
