Agenda: Concessions for patent attorneys in the new regions, expanding state support for resident companies in the Era technology park, providing support for investment projects to develop ski resorts.

Good afternoon, colleagues.
Today’s agenda of the Government meeting includes an issue related to the ongoing comprehensive integration of the new regions.
Until 1 January 2026, a transition period has been established for the Donetsk and Lugansk people’s republics as well as for the Zaporozhye and Kherson regions. During this period, we need to take all the necessary steps to integrate them into the economic, financial, and legislative systems of the Russian Federation.
The Government has developed special benefits for this period. These benefits will help residents and companies to register their intellectual property rights, such as patents, trademarks, or geographical indications.
Currently, inventors and companies from various sectors submit their applications directly to the Federal Service for Intellectual Property (Rospatent) or through the state services portal. With today’s decision, we will expand their opportunities to protect their intangible assets.
To this end, patent lawyers who held this status in Ukraine as of the end of September 2022 will be able to renew it through a simplified procedure. They will not have to confirm their work experience and pay for a qualification exam.
This is a significant support measure for professionals, considering that the certification fee is 15,000 roubles for each specialisation.
I would like to note that last year, several hundred applications were submitted from the new regions for unique inventions and indications. We hope that the efforts of patent lawyers will help increase this number. This will facilitate innovative development and become another step towards Russia’s technological sovereignty.
Another issue that is also directly related to strengthening the sovereignty of Russia.
As the President emphasised, we need to be strong, independent and competitive in all key vectors of progress.
The work of the Era technopolis, which was established six years ago by presidential order, is also aimed at achieving these goals. Over 1,000 specialists and hundreds of scientists are employed there at dozens of enterprises. Among their achievements are artificial intelligence systems, robotic conveyors, and special fabrics that reflect thermal and electromagnetic radiation.
The Government has drafted legislative amendments that would expand state support for residents of this innovative centre. If several conditions are met, they will be exempt from paying VAT and profit tax for 10 years. And they will be able to take advantage of reduced social insurance contribution rates.
These measures will help the technopolis to attract more members and ensure that there are additional opportunities to finance pilot projects, as well as applied and complex scientific research conducted in the interests of national security.
It is also important to establish the efficient transfer of technologies so that cutting-edge innovations are introduced in as many areas as possible.
Another topic is support for tourism.
The President noted that Russia has everything required for the long-term, steady development of this industry. There is huge historical and cultural potential. We have no competitors in the world in terms of diversity of natural and climatic zones. This means that any type of recreation and travel is possible.
The Government pays special attention to improving the quality of tourism services and creating related infrastructure. More than 55 billion roubles were allocated last year to solve these problems. The funds were used, among other things, to build modern accommodations, modular hotels, and campsites in a variety of picturesque corners of Russia.
In Gorno-Altaisk, and during the corresponding strategic session, we discussed this area in detail, as well as the development of ski resorts in Sochi, the Caucasus, Altai, Sakhalin, and Kamchatka. Moreover, tourist numbers there are growing every year.
Today we will allocate another 1 billion roubles to develop these complexes. Thanks to this, companies will be able to receive loans at a preferential rate. These resources can be used to build new facilities, update cable cars, equip routes, and purchase the necessary equipment.
In addition, we and the Ministry of Industry and Trade have been working quite actively to ensure that the necessary equipment for these types of recreation is produced in Russia. And here I would also like to ask you to look into what problems and difficulties can be found that are getting in the way. But based on what has been reported to me, we have every opportunity to increase such production and improve its quality.
We hope that this measure will increase the tourism sector’s appeal for investors, and most importantly, people will have more convenient options for travel and winter sports.
