The agenda: Presidential instructions following the State Council meeting, supporting families with many children in the Primorye Territory, extending authorizations and permits in 2024, funding major repairs for federal motorways in the regions.
Mikhail Mishustin’s opening remarks:
Good afternoon, colleagues.
Yesterday, the President chaired a State Council meeting during which we had a detailed discussion on the topic of elevating the status of teachers and mentors.
Mr Putin placed special emphasis on the important work they do to develop our country. He stressed the importance of offering teachers better working conditions and making sure that they are free of any excessive duties. By the way, we are carrying out a special experiment, and there has been some progress. On this matter, we have to meet all the deadlines, as we have agreed.
We also need to clearly define what it means to be a form teacher and the duties they have. We must attract young talent to join the profession, especially those graduating from teachers’ training universities.
They must benefit from targeted support measures. For that, we need to rely on the best regional practices, since there are several regions that can share their experience.
In keeping with the Presidential instructions, the Government will draft additional proposals for paying teachers higher salaries, primarily in the Russian regions where it falls below the national average. We must follow a single set of rules that are transparent and clear.
Creating an integral mentoring framework for children and young people is another goal, since the educational effort must go beyond schooling. For that, we rely on Sirius, Russia – The Land of Opportunity platform, as well as other youth movements. We will be proactive in reaching out to combat veterans and engaging them in our efforts.
The President also noted that mentors play an important role in reinforcing the country’s industrial and technological potential, as well as developing its talent. We will continue to create conditions to enable more people to perform this honourable mission and share their experience.
We will enact laws for paying mentoring bonuses in companies. For that, we will amend the Labour Code as well as set up a Mentor of the Year annual award.
One more thing. Specialists who are starting their careers can learn from experienced professionals as part of the “Professionalism” project. This way, students enrolled in vocational training schools can try working at major corporations. We will also enable students to get internships at small and medium-sized companies, including in the IT, creative and tourism industries, just as the President has instructed.
The next task is to resume update training for industrial training instructors and teachers in special disciplines. This also applies to engineering and technical schools.
The President stressed that training courses and modules on mentoring and the study of best practices should be included in professional development programmes. This applies to employees in the real sector of the economy, of course – but also to teachers, doctors and managers at industrial facilities, and in the regions and municipalities. This initiative should be implemented as soon as possible.
Colleagues, we need to fulfil each of the President’s instructions he gave during the State Council meeting in a timely manner, so as to elevate the work on the development of mentoring in Russia to a new level.
The Year of Teachers and Mentors, a very important initiative, is coming to an end. But I am sure that efforts to raise the status of teaching, attract young people to education, preserve traditions and treasure experience and continuity in the Russian education system will remain at the top of our work agenda in the future, because this is crucial for the high quality of education of future generation of Russians and for educating specialists.
Before moving on to our meeting agenda, I would like to mention something else – I am referring to the documents signed.
The President has made the development of the Far East a national priority for the next few years. We are continuing to take steps to ensure rapid economic growth and improve the quality of life of the people in that macro-region. This includes improving their housing.
At the beginning of this year, we doubled the amount of the lump-sum payment to families in Primorye Territory when they have a third or subsequent child. The subsidy now amounts to 1 million roubles. It can be used for full or partial repayment of the family’s mortgage loan.
Now, the Government has decided to extend the programme for the next two years and allocate about 1.4 billion roubles for this purpose. These payments will contribute to supporting large families and will further help these families improve their living conditions.
Concessional loan programmes are very popular with the residents of the macro region. This is especially true of Far Eastern mortgages: over 94,000 families have already used it to purchase a flat in a new building, a house, or build their own.
The comprehensive efforts to develop the regions of the Far Eastern Federal District will be continued to provide people with comfortable living conditions.
The next document is related to easing the administrative burden. This subject remains a priority for the Government. At the instruction of the President, we have recently adopted a decision to extend the moratorium on inspections, with the exception, of course, of cases when there are high and ultra-high risks of dangerous situations.
The new resolution is related to the issues of licensing and permitting. Thus, the expedited registration of medicines for veterinary purposes will continue for the entire next year. This measure has already brought very good results. According to the Federal Service for Veterinary and Phytosanitary Supervision (Rosselkhoznadzor), it helped reduce the duration of the entire process by two-thirds, from 160 working days to 60. In the two years since its introduction, it has been used over 130 times.
It will not be necessary to reissue permits if the company or sole entrepreneur changes address or the address of their activity. If the address was changed by the decision of the authorities, the name of the street, building number or postal code will be changed. The same will happen in cases when a company changes name during reorganisation.
We will also renew licenses for television and radio broadcasting, and some other permissions that expire next year.
Let’s now move on to the agenda.
The President noted that high-speed, well-equipped roads have a strategic importance for our country. They help attract investment and boost exports, and also help make better use of the potential of adjacent territories. It also has a positive impact on the economy and on the life of people, which is very important.
The Government pays a great deal of attention to the development of federal motorways. Some 422 billion roubles have been allocated for their construction and modernisation.
This sum helped open the M-12 Vostok motorway. The 800-kilometre road reduced the driving time from Moscow to Kazan by half.
Work has been completed to overhaul Lena Motorway, a road used to transport goods between the Amur Region and Yakutia.
We are increasing the roadway capacity from two to four lanes on various routes to improve logistics capabilities.
Today we will discuss allocating additional 10 billion rubles for major repairs of local motorways, including in the Vologda, Sverdlovsk, Kaliningrad regions, Krasnodar Territory, and the Republic of Karelia.
Plans also include expanding a section of the M9 Baltic Federal Motorway in the Tver Region to provide convenient access to the Rzhev Memorial to the Soviet Soldier.
We expect these measures to speed up motor traffic, increase transport accessibility between cities and towns, and make our citizens’ travels safer and more convenient.

Yesterday our country marked Rescue Worker’s Day. I would like to once again extend my warmest regards to all professionals who come to the aid of those in trouble day and night, selflessly and often in extreme conditions. They respond to accidents, fires, natural disasters, floods, and various man-made disasters, and have saved thousands of lives.

Colleagues, here is something I would like to note given the upcoming long weekends and holidays, which offer an opportunity to our citizens to enjoy themselves, spend time with their family and friends, and recharge.
