Agenda: Supporting the creation and introduction of high-tech products; financing the purchase of buses for the new regions; and improving a tax deduction mechanism for long-term investments.

Good afternoon, colleagues.
The Government continues to provide systematic support for the production of priority industrial products.
As the President emphasised, we must have our own competences in critical industries. And not just basic solutions, but an entire production chain.
Over the last four years, almost 50 billion roubles have been allocated for research and development. More than 300 projects that are significant for socioeconomic development and for our country to achieve technological sovereignty have received funding. This includes hydrogen energy, low- and medium-tonnage chemicals, and machine building.
Now we will allocate an additional 5 billion roubles to domestic companies for the creation and introduction of high-tech products. This will make it possible to finance about 70 important initiatives, including in machine-tool manufacturing, heavy industry, transport and the oil and gas industry.
Developments like this are in demand in the Russian market. And we expect that in the next four years the revenue from implementing them will exceed 300 billion roubles for all the projects that have received state support.
Today's agenda includes an item concerning assistance for the regions.
The President noted that Russia’s regions are now facing specific goals to develop transportation. One of them is to increase ridership on public transit. But often municipalities, and sometimes even the regions themselves, do not have the capacity to make up for a shortage of buses. Therefore, the head of state has instructed us to renew the fleet.
The Government is paying special attention to this issue, and we are implementing a range of measures, including within the framework of the specialised national project, as well as with infrastructure budget loans. Thanks to such mechanisms, the regions have received more than a thousand units of modern and safe rolling stock.
Today we will allocate funds for the purchase of about 300 small, medium and large class buses for the Donetsk and Lugansk people's republics, and the Zaporozhye and Kherson regions.
Already this year this transport equipment will go to the streets of cities and settlements in these regions, which will help open new routes, strengthen connections between districts, and the people will be able to get to work, schools and social institutions faster. And the trips themselves will become more convenient.
Another topic is an important initiative aimed at supporting the investment activity of our citizens.
In the context of the sanctions, we need systemic measures that will help increase the flow of money into the domestic financial market and the Russian economy as a whole.
On the instructions of the President, the Government has prepared a draft law improving tax deduction mechanisms, expanding the possibility of their application if a common key condition is met – the investment period must be at least ten years.
The new rules will also apply to voluntary contributions to non-state pension plans. We will also extend them to deposits under long-term savings programmes, which will be launched at the beginning of next year. Citizens will also be able to return a part of their expenses for the purchase of securities.
Thanks to these innovations, they will have more options for multiplying their personal savings.
