The agenda: regulating exports, improving the procedure for overhauling residential buildings.

Good afternoon, colleagues,
Today, the Government’s agenda includes the issue of exports regulation.
Despite the sanctions, we continue to systematically expand trade and economic relations with all countries. I am referring to countries open to an equitable and mutually beneficial partnership. This was clearly shown by the second Russia-Africa Summit that was held in St Petersburg.
To incentivise the growth of grain, fertiliser, and raw material supplies to friendly countries, the Government suggests introducing a special flexible tool for tariff preferences.
I am speaking about the possibility of reducing export duties for a period of up to six months and establishing temporary – for no longer than one year – reduced or zero customs rates for a certain amount of exports.
This measure will make it possible to support Russian businesses faced with external restrictions as well as the regions where changes in logistical routes have led to an increase in transportation costs and, as a consequence, to a rise in the price of exports for local businesses.
To launch this mechanism, it will be necessary to vest the Government with additional powers. We have drafted the relevant amendments to the Federal Law On the Customs Tariff. Today, we will submit the entire package of documents to the State Duma for consideration.
Now let us turn to the housing and utilities sector. We are focusing on its modernisation. I am speaking about major upgrades to residential buildings. Today, there are more and more proprietors of housing who want to organise the work of renovating communal facilities on their own, including the roofing, the heating and plumbing systems, and so on. They also volunteer to replace elevators, choose contractors, and monitor the works and the spending of money. They build up a fund for these purposes in a special banking account.
To guarantee compliance with safety and quality requirements, we have drafted, at the President’s instructions, a bill intended to improve the procedure for making major upgrades to residential buildings.
The oversight bodies will keep a register of minutes approved by meetings of proprietors with decision-making powers. Specialists will exercise construction control and post inspection certificates in the state information system of the housing and utilities sector.
These legislative changes will primarily make it possible to ensure the transparency of spending with regard to the funds saved in special banking accounts, improve the quality of major upgrades to communal facilities, and guarantee that the interests of flat owners in such buildings are protected.
