Mikhail Mishustin: Mr Tebboune, welcome to the Russian Government House.
This is your first state visit to Russia, and tomorrow, in the Kremlin, you will have talks with President of Russia Vladimir Putin.
Signing a declaration on a deeper strategic partnership will be an important step. It will mark the move to a completely new level of Russian-Algerian interaction.
I am confident that the governments of the Russian Federation and Algeria will ensure the implementation of all agreements to be adopted at the highest level.
I ask you, Mr President, to convey my greetings and best wishes to the Prime Minister. And I would like to reaffirm our interest in expanding our intergovernmental dialogue.
Russia and Algeria are linked by relations of friendship and partnership, based on the principles of mutual respect and consideration for each other's interests. Our country was one of the first to recognise Algeria's independence, helping to build a new sovereign state. And dozens of major industrial and infrastructure facilities have been built in Algeria with the participation of Russian specialists, forming the backbone of the national economy.
We are actively cooperating in many areas, especially in energy, industry and agriculture. We suggest stepping up our efforts to launch new joint projects in such areas as the digital sphere, high technology, telecommunications and transport infrastructure. The Mixed Intergovernmental Commission is considering all these issues. Minister of Agriculture Dmitry Patrushev is the co-chair on the Russian side.
We are developing our trade and economic cooperation in defiance of the illegal anti-Russia sanctions. In January-April, our trade grew by 65 percent compared to the same period last year. It reached 5 billion roubles or about 9 billion Algerian dinar. I am confident that despite the positive dynamics, these figures do not yet match the great potential of our economies.
We welcome Algeria’s interest in expanding relations with the Eurasian Economic Union.
During the past week in Sochi, we held many events at the EAEU and CIS prime minister levels. Cooperation projects, including those with our foreign partners were presented at the exhibition “Eurasia is Our Home.” I am sure that the Five will welcome the development of relations with Algeria in all possible areas.
The Russia-Islamic World International Economic Forum is also opening many opportunities. Kazan hosted this forum in May and it brought great interest from our colleagues in different countries. The forum will take place every year, and we invite our Algerian friends to take an active part in it.
Esteemed Mr President, we are very happy to see you in Russia, as well as our friends and partners from Algeria. We are ready to discuss all urgent issues with you.

First, I would like to thank you very much on my own behalf and on behalf of my delegation. Russians are very hospitable to us. This is what we expected when we come here.
We have historical ties and they can never change, even if the world situation is changing. Our friendly ties rest on mutual interests.
It is common knowledge that Algeria is not a great economic power like the Russian Federation. That said, we have always strived to be strong economically, at least in Africa.
And we have already started to regain this economic strength.
As for my first visit, it is taking place in special political conditions. They allow me, as the President of Algeria, to recall again the friendship that connects us – Algeria and the Russian Federation. I would like such meetings to continue in the future. Our relations have not developed quickly over the past few years, so we should step up our interaction.
I can say that our political relations have never changed. They continue developing and becoming better – both our friendship and our understanding. And we have always supported and do support the policy of Vladimir Putin.
I would like our business ties to grow stronger in the future in all areas – agriculture, industry and culture. This also applies to startups and manufacturing, to everything we might create together.
