Colleagues, good afternoon.
The Coordination Council considered all its organisational issues last week. The president set before us the task of significantly increasing the pace of work to meet the needs of the Armed Forces of the Russian Federation, other troops, military units and agencies.
In the shortest possible time, we will have to complete the preparation of relevant target tasks in key areas. To do this, it is necessary to accurately assess the real needs and match them up with the current capabilities of defence industry organisations and also other sectors of the economy. To think about what needs to be done to expand them, and, of course, ensure the proper quality. The lives of those who are on the front line today depend on it. At the same time, it is important to establish communication between producers and consumers so that those who manufacture products can quickly receive feedback on necessary improvements so that our defenders can accomplish their tasks more effectively. I am convinced that at the same time it is necessary to adjust the management mechanisms and create a strict control system.
Detailed schedules should be drawn up for each item and each manufacturer; if necessary, proposals should be developed to clarify the state defence order and relevant documents, including those that coordinate the supply of raw materials and necessary components. This applies equally to repair, restoration, construction, installation and other works at relevant infrastructure facilities, social facilities, as well as, very importantly, logistics, transport, and communications infrastructure.
Based on the decisions taken at the first meeting of the Council, it is necessary to accelerate the implementation of measures for healthcare, rehabilitation, and the production of medicines and medical devices. And, of course, to monitor the full payment of allowances, as well as to ensure the social security of military personnel and their family members. I would like to ask Denis Manturov, Marat Khusnullin and Tatyana Golikova to speak today about the course of action of their working groups and proposals for the target tasks. Where you plan to concentrate your main efforts, what resources to engage, and how you will coordinate the work.
I would also ask Defence Minister Sergei Shoigu and the heads of the Ministry of the Interior, the Emergencies Ministry and the Russian National Guard to report on the requirements for the missing work and services in physical and monetary terms. And to submit your proposals for concretising the target tasks, including the timing of their possible implementation. As a separate issue, I propose discussing the draft interdepartmental regulation of interaction in terms of planning, implementation, monitoring and, if necessary, adjusting the target tasks.
