Supporting non-resource exports.
From Dmitry Medvedev’s opening remarks:
Any development is unthinkable outside close cooperation with partners and the creation of mutually beneficial trade and economic alliances.
Since resources are limited, we should coordinate and focus our efforts on supporting the sectors that have export potential, balancing these efforts with the industry priorities.
We must increase non-resource and non-energy exports, primarily high added value products, high-tech products, IT services, transport, education and several other promising sectors.
We must increase the annual export of non-resource products by at least seven percent in money terms.
We must create conditions for increasing the number of exporting companies, including small and medium-sized enterprises. The number of our exporting companies must increase considerably by 2019.
It is extremely important to expand the list of our exports and sales geography and also launch new cooperation projects.
We need to improve the system of export support and international cooperation. Our exporting companies have to overcome many obstacles in logistics, technical regulations, sanitary and epidemiological control, and other areas. We must create effective one-stop shop tools for dealing with these issues with standardised requirements.
We must create an export environment of a global standard, without excessive customs regulation or export and currency control requirements, and with a clear permits procedure, especially at border checkpoints. We must also develop public-private partnerships and various business associations.
We must negotiate better conditions for Russian products in foreign markets. This cannot be done without joining cooperation chains and striving for special trade regimes with individual countries or associations. We are working on this, including within the Eurasian Economic Union and multilateral formats such as ASEAN and BRICS.
