Dmitry Medvedev: I have asked you to analyse the aviation legislation. What has been done on this account?
Arkady Dvorkovich: In accordance with your instruction, we have analysed the air traffic safety legislation, including the tragedy at Vnukovo Airport on 20 October 2014. We learned, first, that the performance of ground-based air traffic control services in Russia and at all our airports is consistent with international standards or even exceeds the average level of countries similar to Russia in terms of economic development. This assessment comes from ICAO experts. However, this is not enough to prevent isolated accidents, including catastrophes.
Arkady Dvorkovich: "Measures recommended by the ICAO to prevent unauthorised vehicle access to runways must be implemented, including mandatory testing both before and after shifts for alcohol and drug intoxication."
The new law regulating this sphere – 253-FZ – was adopted in July 2014 in order to implement ICAO standards listed in a new addendum – Air Fields – to the Convention on International Civil Aviation. There are several important issues. First, airfield operators must make sure that the flight safety control system, which regulates the interaction of all airfield services, operates properly. Second, ICAO has set forth a number of measures aimed at preventing unauthorised vehicular access to runways. In fact, the issue is about regulating traffic within the airport and installing appropriate signs prohibiting driving, detours, stop signs and lighting equipment, which helps determine the location of a vehicle at all times. Third, mandatory medical examinations both before and after work for alcohol and drug intoxication. Fourth, equipping special-purpose motor vehicles operating on ICAO Category 3 and later Category 2 airfields with positioning devices. This will allow flight dispatchers to ensure real-time tracking of all vehicles on the airfield, including snow removers.
In addition to ICAO standards, the Russian standards provide for additional measures, namely, the installation of extra radars and multipoint observation airfield systems at particularly busy airfields. This will be done in 2015.
We have formed appropriate working groups to ensure interaction between dispatching services, ground services and oversight bodies. I’m referring to Rosaviation and Rostransnadzor. Additionally, we are looking into the possibility of Rostransnadzor or Rosaviation becoming an authority certifying monitoring devices that are used in the airfield sector. This will cover Vnukovo and 20 other airfields. This work will be completed within a year.
