Dmitry Medvedev: Your Excellency, I am pleased to have this opportunity to meet with you and to discuss the history and the prospects of Russian-Mozambican cooperation, which has its roots in the last century.
We are living in the 21st century, and we have good practical results and good plans, including several investment projects. We need to focus on turnover, which is not as great as it could be, considering our bilateral relations. Of course, it is imperative that we revive the humanitarian projects, which have always been characteristic of our countries and our peoples, who are sympathetic toward each other.
Once again, welcome to Russia. I hope that you will take away good memories of this visit ...
Alberto Vaquina (via interpreter): Good afternoon, Your Excellency. I would like to begin by thanking you for this opportunity to meet and talk with you. We hope that we will continue to develop our relations, because we already have an established tradition of good relations.
Our cooperation and friendship go back several decades to the last century, and we are very grateful to the Russian people for their support over this period, especially when we were taking our first steps toward our independence. We believe that this cooperation can be taken a step further. Of course, there are many things that should be further developed and improved. We have, indeed, achieved a lot, and we have great potential for cooperation between our engineers and technicians, as well as our entrepreneurs. We have great supplies of natural resources in our country, and their exploration is going strong.

A Memorandum of Understanding between the Ministry of Education and Science of the Russian Federation and the Ministry of Education of the Republic of Mozambique on cooperation in the sphere of higher education was signed in the presence of Dmitry Medvedev and Alberto Vaquina.
