The Government submits to the State Duma a draft law liberalising some settlement constraints in foreign trade This draft law is intended to create a legal framework for expanding the use of the Russian Federation currency in foreign trade settlements, formalising the status of the Russian rouble as a regional currency and an instrument of international settlements in the light of current trends on the global markets and liberalising the patterns of resident accounts with banks outside Russia, as well as for gradually cancelling the obligatory repatriation of export revenue from foreign trade transactions between residents and non-residents denominated in Russian roubles.
Government submits draft amendments to tax legislation to State Duma To provide tax incentives for civil aviation development, the draft law proposes exempting from VAT the import of civil aircraft to Russia and other territories under its jurisdiction.

List of substances and methods banned for use in sports updated The list of substances and methods prohibited from use in sports, to serve as a reference for articles 230.1 and 230.1 of the Criminal Code, is brought into correspondence with the International Standard of the World Anti-Doping Agency (WADA), entitled the 2019 Prohibited List, including substances and methods banned during the in-competition and out-of-competition period.

Dmitry Medvedev signs a Government Directive on an around-the-world expedition by Russia’s tall ships dedicated to the 200th anniversary of the discovery of the Antarctic by the Bellingshausen-Lazarev expedition The year 2020 marks the 200th anniversary of the discovery of the Antarctic by the expedition led by Fabian Bellingshausen and Mikhail Lazarev. In honour of this event, plans are now underway to organise an around-the-world expedition of the tall ships Pallada, Sedov and Krusenstern in 2019-2020.

Measures to implement Presidential Executive Order On Special Economic Measures in Connection with Ukraine’s Unfriendly Actions towards Citizens and Legal Entities of the Russian Federation Special economic measures to be imposed on certain individuals and legal entities of Ukraine include the blocking (freezing) of their bank accounts, uncertificated securities and property in Russia and a ban on the transfer of money (withdrawal of capital) from Russia. The sanctions list includes 322 individuals and 68 legal entities. This Resolution is designed to counter Ukraine’s unfriendly actions towards Russian citizens and legal entities and to encourage the normalisation of bilateral relations.

On the establishment of Lenskiye Stolby National Park (Republic of Sakha (Yakutia) Lenskiye Stolby (Lena Pillars) National Park with a total area of 1,217,941 ha will be created in the Republic of Sakha (Yakutia). The creation of the national park is aimed at the conservation of the natural landmarks – Lena and Buotama Pillars - in the valleys of the rivers Lena and Buotama that have a large environmental, research and recreational importance in Russia and worldwide.
