This document has been drafted by the Ministry of Education and Science of the Russian Federation to implement the Federal Law On the Russian Science Foundation and Amendments to Certain Legislative Acts of the Russian Federation (hereinafter referred to as the federal law). The Russian Science Foundation (hereinafter referred to as the Foundation) has been created to provide financial and organisational support for basic scientific and exploratory research, research training and development of leading research teams in particular branches of science.
The federal law establishes that the Russian Federation make federal budget allocations and on the decision of the Government of the Russian Federation, convey other federally owned properties to the Foundation as an asset contribution.
In accordance with the Federal Law On the Federal Budget for 2013 and the Planning Period of 2014 and 2015, one billion roubles will be allocated from the federal budget in 2013 to the Ministry of Education and Science of the Russian Federation to make the contribution. Pursuant to the Federal Law On the Federal Budget for 2014 and the Planning Period of 2015 and 2016, 11.4, 17.2 and 19.1 billion roubles will be allocated from the federal budget for these purposes in 2014 – 2016, accordingly. Payment will be made in the form of a subsidy to a non-profit organisation.
This resolution establishes the regulations for the procedure of paying annual subsidies from the federal budget to form the Foundation’s assets, including its monetary part.
The regulations provide that the subsidy be paid in accordance with the agreement between the Foundation and the Ministry of Education and Science of the Russian Federation.
The regulations define the basic provisions of the above mentioned agreement, the procedure for allocations, reporting and monitoring of the targeted use of subsidies, as well as other rights and obligations of the parties.
The implementation of the resolution’s provisions will allow for the transfer of funds to the Foundation to form the Foundation’s assets so that it can perform its core functions and will also allow for further steps in shaping the Foundation.
