The document was prepared by the Ministry of Industry and Trade – a state client of the federal targeted programme Development of Civil Aeronautical Engineering of Russia in 2002-2010 and to 2015 (hereinafter – the programme) – and introduced in the Government by the Ministry of Economic Development.
The programme is aimed at intensifying the participation of Russian organisations in international integration and cooperation, which will make it possible to expand the presence of organisations of the Russian aviation industry in global research and technology, and to improve the level of competitiveness and innovation in the creation of science-intensive production.
The programme provides for completing the development of new aircraft and selling them on the domestic and foreign markets prior to serial production of competitive analogues abroad, which will help the national industry to regain its positions in major market sectors of aircraft and helicopters.
To ensure conditions for improving the competitiveness of Russian aircraft and helicopters, the programme provides for additional allocations within federal budget limitations for implementing key projects in the concluding stage, as well as some new innovative projects. Funding for the 2012-2015 programme is planned in the amount of 241,698 million roubles (including 170,896 million from the federal budget and 70,802 million roubles from extra-budgetary sources). The sale of national aircraft developed under the programme will amount to about 273 billion roubles. In the future, annual sales will increase due to the offer of SSJ-100 and MS-21 aircraft and Mi-38 and Ka-62 helicopters, small aviation aircraft and after-sale support services.
The signed resolution introduces amendments in the programme with regard to:
- adjusting the programme funding parameters of the federal laws On the Federal Budget for 2012 and the Planning Period of 2013-2014 and On the Federal Budget for 2013 and the Planning Period of 2014-2015;
- increasing the level of funding of the priority projects on creating Mi-38 and Ka-62 helicopters, the MS-21 aircraft, the PD-14 engine, a next-generation high-speed helicopter and complexes of airborne avionics, and to complete certification and start their serial production according to schedule;
- reducing the level of funding the work on creating a 130-seat version of the SSJ-NG aircraft before 2016;
- providing for work on creating demonstrator aircraft in 2014-2015 for local and regional aviation operations;
- including in the programme research on forming scientific and technological base as part of the technological platforms Aviation Mobility and Aviation Technology, New Polymeric Composite Materials and Technology, Aviation Materials and Technology and comprehensive research in the area of creating aircraft for local and regional aviation operations;
- redistributing the levels of funding the work on developing an experimental base of state scientific centres;
- elaborating the values of a number of target indicators and indicators of the efficiency of the programme’s implementation.
