According to the directive, cultural heritage sites of federal importance include the Imperial Majesties Building and the Stable Building near the Kremlin Wall, the late 1820s, architect Ivan Tamansky, 1838-1851, architect Konstantin Ton; and the Wall with Two Gates between the Grand Palace and the State Armoury, 1838-1851, architects Ivan Mironovsky and Konstantin Ton; located on the territory of the cultural heritage site of federal importance, the Moscow Kremlin – Ensemble of Architectural Monuments of the 15th-16th, 17th, 18th and 19th centuries.
According to Article 18 (Clause 2) and Article 28 of Federal Law No 73-FZ of June 25, 2002, On Cultural Heritage Sites (Monuments of History and Culture) of the Peoples of the Russian Federation, cultural heritage sites of federal importance are included in the unique state registry of cultural heritage sites (monuments of history and culture) of the peoples of the Russian Federation by a federal body for the conservation of cultural heritage sites based on the act of the Government and an expert review of state historical and cultural expertise.
According to the expert review of state historical and cultural expertise, the aforementioned monuments represent architectural value, are inseparable components of the Moscow Kremlin ensemble, and have preserved their location, volumetric and spatial composition and city-forming features, which makes it possible to include them in the list of cultural heritage sites of federal importance.
The implementation of this directive will make it possible to provide for the conservation, use, popularisation and state protection of the aforementioned cultural heritage sites in accordance with the Russian law on the protection of cultural heritage sites.
