The draft resolution On Introducing Amendments to Specific Acts of the Government in Connection with Improving Control over the Sales and Purchasing of Narcotic Substances was submitted by the Federal Drug Control Service.
The International Drug Control Board and the European Monitoring Centre for Drugs and Drug Addiction have reported that the demand for new psychoactive substances, which includes smoking mixture components and new synthetic drugs, is increasing worldwide.
These substances, which have been exposed, belong to a group of synthetic cannabis and ensure physiological activity similar to that provided by narcotic substances of the JWH series, whose prolonged use may cause irreversible processes in the human body together with mental and physical dependence.
Until recently, the above-mentioned psychoactive substances were not included in the List of Narcotic Substances, Psychotropic Substances and Their Precursors, Subject to Control in the Russian Federation. This list was approved by Government Resolution No 681 of 30 June, 1998.
The resolution’s implementation will make it possible to more effectively combat the illegal sales and purchasing of narcotic substances and psychotropic substances and to respond adequately to the appearance of new psychoactive substances.
