The mutually beneficial contacts between educational and scientific organisations in Russia and the UK have significantly expanded in recent years.
In order to further Russian-British cooperation in education and research, it is imperative to sign an intergovernmental agreement on the mutual recognition of education and/or qualifications and academic degrees.
The draft agreement regulates mutual recognition of education and/or qualifications and academic degrees earned in educational and research institutions of Russia and the United Kingdom to secure for their holders access to education and the implementation of professional activities in the countries of the Parties and to provide to their holders academic and professional rights in accordance with the laws of the Parties.
The draft agreement establishes correspondence between the levels of education and academic degrees of the Parties.
The following are recognised as corresponding:
- General secondary education and secondary vocational education (with a secondary general education diploma) received in the Russian Federation, and enhanced secondary education level obtained in the United Kingdom of Great Britain and Northern Ireland;
- Vocational education received in the Russian Federation and education received in the non-university sector of higher education in the United Kingdom of Great Britain and Northern Ireland;
- Higher education confirmed by a Bachelor's Degree diploma issued in the Russian Federation and higher education confirmed by a first- or second-class Bachelor's Degree honours diploma issued in the United Kingdom of Great Britain and Northern Ireland;
- Candidate of Science degree earned in the Russian Federation and Doctor of Philosophy degree earned in the United Kingdom of Great Britain and Northern Ireland;
- The Doctor of Science degree obtained in the Russian Federation and the Higher Doctorate degree obtained in the United Kingdom of Great Britain and Northern Ireland.
Higher education confirmed by a third-class Bachelor's Degree with honours and the ordinary Bachelor Degree obtained in the United Kingdom of Great Britain and Northern Ireland shall be recognised in the Russian Federation as an education entitling its holder to continue higher education under undergraduate or specialties programmes.
Higher education confirmed by a Specialist Diploma or a Master's Degree obtained in the Russian Federation shall be recognised in the United Kingdom of Great Britain and Northern Ireland as education entitling its holder to continue studies for the Doctor of Philosophy degree (PhD).
Higher education confirmed by a Master's Degree obtained in the United Kingdom of Great Britain and Northern Ireland shall be recognised in the Russian Federation as education entitling its holder to continue studies as part of training highly qualified personnel.
The implementation of the directive will ensure the simplified implementation of the procedure for the mutual recognition of education and/or qualifications and degrees obtained in the educational and research institutions of the Russian Federation and the United Kingdom of Great Britain and Northern Ireland, which will contribute, in particular, to attracting to the Russian Federation highly qualified specialists who have been trained in leading educational and research centres of the United Kingdom of Great Britain and Northern Ireland.
Currently, in accordance with Government Directive No 1694-r of September 19, 2013, the simplified scheme is applied to the recognition of education and/or qualifications received in 28 educational institutions of the United Kingdom of Great Britain and Northern Ireland.
