This resolution has been drafted by the Ministry of Transport.
A supplement is hereby being added to the Road Traffic Regulations, approved by Resolution No 1090 of the Council of Ministers – the Government of the Russian Federation – of October 21, 1993 (hereinafter the “Regulations”). This supplement stipulates specific traffic arrangements introduced for the period of the XXII Winter Olympic and XI Winter Paralympic Games 2014 in Sochi (hereinafter the “Games”). This supplement shall be effective from January 7, 2014 to March 31, 2014.
This draft is aimed at fulfilling Russia’s commitments to the International Olympic Committee in regard to arranging transport services for the Games so as to better organise traffic flows and reduce the traffic burden in Sochi, as well as ensure the safety of vehicles servicing the Games.
In compliance with the IOC Technical Manual on Transport (hereinafter the “Manual”), the actions to organise traffic include the introduction of networks of special Olympic/Paralympic traffic lanes. These lanes are to link Olympic facilities and guarantee that vehicles servicing the Games reach their destinations on time.
According to the Manual, the authorities are to regulate the demand for transport services during the Games in order to reduce traffic. In particular, cargo deliveries to the areas used for the Games are to be done at night or during the least busy hours of the day, to clear the roads for public and Olympic transport.
All transport services during the Games should predominantly use public transport rather than private vehicles, which may result in restrictions put on the use of cars by certain groups of the population.
The resolution introduces the concept of vehicles used for the Olympic and Paralympic Games, new road signs identifying roads and lanes designated for these vehicles and the corresponding road markings.
