Drafted by Russia’s Education Ministry in keeping with the federal law On Education in the Russian Federation.
This Executive Order endorses a list of foreign educational institutions that award academic and/or professional qualifications recognised in the Russian Federation.
The new list includes schools that are rated among the top 300 both in the Academic Ranking of World Universities, the QS World University Rankings and in the Times Higher Education World University Rankings, and that are not based in countries with which Russia has signed mutual recognition agreements. A total of 201 educational establishments from 23 countries have been included.
This is the first list to specify equivalence of academic and/or professional qualifications awarded by foreign educational establishments and by their Russian counterparts.
Under Government Resolution No. 660, of August 5, 2013, the National Information Centre, instituted by Part 14 of Article 107 of the Federal Law On Education in the Russian Federation, are to post the list on its website within six months’ time, along with examples of qualification certificates issued by listed organisations as well as equivalence-related information. For foreign educational establishments that do not wish to have examples of their qualification certificates posted online, contact details will be given instead, which can be used to confirm the authenticity of an academic and/or professional qualification certificate.
This executive order rescinds its predecessor, Executive Order No. 811-r of May 21, 2012), which lists 212 foreign educational institutions.
The new document will further facilitate recognition in the Russian Federation of academic and/or professional qualifications awarded by foreign institutions.
Qualifications awarded by the listed establishments can now be recognised under a simpler scheme, with no additional formalities. This will facilitate, among other things, the invitation for work in Russia of highly skilled professionals who have completed study programmes at some of the world’s most reputed educational establishments, such as Cambridge University, the Technische Universität München (Technical University of Munich), the Trinity College in Dublin, the National University of Singapore, the Massachusetts Institute of Technology, Stockholm University and the University of Kyoto.
