The Government continues to formalise the required legal framework for international priority development territories to be established in 2026. A resolution on regulations for keeping a register of such territories’ residents has been signed.
The online register shall contain data on residents, their economic operations and an agreement on economic operations on the international priority development territory. The status of registered residents will allow organisations to obtain state support. A company for managing international priority development territories will keep the register.
The establishment of international priority development territories will become a new tool for attracting large-scale foreign investment to the Far East and for providing guarantees and preferences for residents. These territories shall be established based on the Government decision or in accordance with an international agreement. International priority development territories shall create favourable conditions for implementing projects on the manufacture, jointly with foreign partners, of goods with high added value, approved by the Government Commission for the Socio-Economic Development of the Far East. At least 500 million roubles shall be invested in such a project.
Preferences for residents of international priority development territories include zero profit tax rates and reduced insurance premiums at 7.6 percent for a period of ten years, stability guarantees for a period of up to 15 years, including taxation and land management terms, urban development operations and state support measures, even if they have been modified nationwide.
The federal law defining the legal basis for establishing international priority development territories was drafted by the Government and signed by the President in July 2025. The resolution has been prepared for its implementation.
