The Government has decided to suspend floating rates of export duties on sunflower oil and sunflower meal. This measure, proposed by the Oil and Fat Union, aims to boost export volumes and support sunflower producers and processors. It is particularly timely in light of the upcoming autumn field work.
Floating export duties on sunflower oil and meal were introduced in 2021 and 2022, respectively, to protect the domestic market from unjustified price increases and to encourage producers to maintain domestic supplies.
At present, the domestic market is fully stocked with sunflower oil, so the suspension will not affect the availability of sunflower oil for Russian consumers.
In June 2025, the export duty on sunflower oil was set at 7,119.8 roubles per tonne, and in July, it decreased to 4,739.3 roubles per tonne.
The export duty on sunflower meal stood at 1,244.1 roubles per tonne in June and 1,054.4 roubles per tonne in July 2025.
Following the adoption of the Government Resolution, both rates have been reduced to zero. The suspension will remain in effect until 31 August 2025, inclusive.
