Resolution No. 929 dated 23 June 2025
Russia has extended the temporary ban on the export of paddy rice. A corresponding resolution has been signed.
The restriction will remain in effect from 1 July to 31 December 2025. The decision aims to ensure stable domestic supply of this product.
A number of exceptions apply to the ban. In particular, it does not cover shipments to member states of the Eurasian Economic Union, as well as to Abkhazia and South Ossetia. Paddy rice may also be exported as part of humanitarian aid deliveries and international transit shipments.
Additionally, taking into account requests from partner countries for seed supplies, rice intended for sowing has been exempted from the temporary export restriction.
The temporary ban on paddy rice exports was initially introduced on 1 July 2022 by decision of the sub-commission on customs and tariff and non-tariff regulation and protective measures in foreign trade, under the Government Commission on Economic Development and Integration. The ban was later extended through 30 June 2025.
A separate resolution is also being prepared to introduce tariff quotas for the export of certain types of processed rice and rice groats. A temporary ban on the export of these products remains in force until 30 June 2025.
