The directive prepared by the Federal Antimonopoly Service is aimed at implementing the provisions of the Agreement between the Member States of the Customs Union and the Common Economic Space – the Russian Federation, the Republic of Belarus and the Republic of Kazakhstan – on Regulating Access to Railway Services of December 9, 2010, and forming the legal framework of the Common Economic Space.
The rules of accessing railway infrastructure services within the Common Economic Space regulate the relations between shippers and infrastructure operators on the territory of the Common Economic Space; determine the terms included in these rules; establish the principles of access to infrastructure services, the conditions and procedure for providing these services; the conditions of forming and approving a regulatory schedule and train schedule within the Common Economic Space.
The rules of providing railway infrastructure services within the Common Economic Space establish the procedure and conditions for providing services within the borders of infrastructure sections for the purposes of planning transportation; the list of such services; common principles of providing dispatcher services and distributing the traffic capacity of the infrastructure; and the rights, liabilities and responsibilities of the operator of the infrastructure and shippers.
