This document has been drawn up by the Ministry of the Interior of the Russian Federation in fulfillment of Clause 12 of the minutes from a meeting held by Prime Minister Dmitry Medvedev on September 19, 2012, and Clause 3 of Section III of the minutes from a Government meeting, held on November 1, 2012.
The resolution specifies directives:
- to introduce a new term, “Parking (Parking Space),” conforming to the Urban Development Code of the Russian Federation and change the name of Traffic Sign 6.4 from “Stall” to “Parking (Parking Space);”
- to authorise proprietors or owners of motor roads to permit acceleration on some stretches of these roads for certain types of transport vehicles, if road conditions ensure safe movement with higher speeds (up to 130 km/h on roads marked with Traffic Sign 5.1 “Motorway” and up to 110 km/h on roads marked with Traffic Sign 5.3 “Motor Road”);
- to authorise parking restrictions of transport vehicles on fixed-route taxi or city taxi parking lots by introducing new additional signs (plates): “Except … Transport Vehicles” indicating the types of transport vehicles exempted and “Violators Will Be Towed” to give notice of the possibility that a transport vehicle can be impounded;
- to introduce a new sign “End of Designated Transit Lane” to inform drivers that a designated lane for fixed-route transport vehicles and transport vehicles used as city taxi and moving in the same direction as the rest of the traffic is ending;
- to clarify that Traffic Sign 3.4 “Lorries Prohibited” shall extend to vehicles with a gross vehicle weight rating of over 3.5 tonnes or with GVWR exceeding that of the figure on the sign, which cater to businesses located in a designated zone, as well as those that cater to individuals or are owned by individuals, who live or work in a designated zone, something that will make it possible to fully exclude lorries with a specific GVWR in a designated zone;
- to clarify that temporary traffic signs with a yellow background shall be used to indicate road construction projects and that these signs can be fixed not only on portable stands.
The resolution will make it possible:
- to increase vehicle speeds on motor roads, if road conditions allow safe movement at increased speeds;
- to exclude the possibility of transport vehicles other than fixed-route buses and taxies stopping or parking in lots reserved for fixed-route vehicles or taxies, something that will increase passenger safety at terminuses;
- to reduce the number of lorries authorised to enter residential areas, something that will increase road traffic safety in these areas and have a positive environmental effect.
