The document has been drafted by the Ministry of Civil Defence, Emergencies and Disaster Relief in accordance with Federal Law No. 216-FZ of December 3, 2012 On the Federal Budget for 2013 and the 2014 and 2015 Planning Period.
Under the 2013-2017 federal targeted programme The Creation of a System for Calling Emergency Services on the Single Number 112, approved by Government Resolution No. 223 of March 16, 2013, it is planned to allocate in 2013 a total of 935.5 million roubles in subsidies to the following Russian regions: the Republic of Tatarstan, the Komi Republic, Krasnodar Territory, and the Regions of Astrakhan, Kaluga, Kursk, Moscow, Novosibirsk and Tula.
In view of the fact that the Krasnodar Territory has failed to draft documents for receiving the subsidies, the resolution reallocates the subsidy intended for the Krasnodar Territory to St Petersburg. The released amount is being directed to co-finance the creation of the basic infrastructure for the system of calling emergency services on the single number 112 (hereinafter, system-112) in St Petersburg.
The subsidies have been distributed in accordance with the Rules included in Supplement No.6 to the Federal Targeted Programme and taking into account cost estimate documentation for the construction of centres to handle 112 emergency calls.
The implementation of the directive will enable the aforementioned regions to create the basic infrastructure for system-112 (the design and building of main and backup call centres, including the construction and equipment of premises).
