This document was submitted by the Ministry of Education and Science per the Decree No. 1688 of the President of the Russian Federation of December 28, 2012 On Measures of Implementing the State Policy on the Protection of Orphaned Children and Those Without Parental Care.
The resolution approves amendments to:
Guidelines for handing children for adoption and for monitoring their living and family conditions on the territory of the Russian Federation in adoptive families approved by the Resolution No. 275 of the Government of the Russian Federation of March 29, 2000;
Guidelines for the selection, registration and training of those willing to become foster parents or the custodian of an underage child, or willing to accept children without parental care into their families in other ways in compliance with the legislation of the Russian Federation, as well as rules for foster care and custody agencies to monitor the living conditions of underage children, the preservation of their property and also the fulfillment of the rights and the observance of the liabilities of foster parents or custodians as approved by the Resolution No. 423 of the Government of the Russian Federation of May 18, 2009;
Guidelines for the temporary transfer of children from institutions for orphaned children and those without parental care to families of citizens who permanently reside in the territory of the Russian Federation as approved by the Resolution No. 432 of the Government of the Russian Federation of May 19, 2009.
In addition, the document:
Specifies a list of documents to verify the income of those willing to adopt a child (a copy of the pensioner certificate and a reference from the local body of the Russian Pension Fund are added);
Excludes a record from the residence registry or other documents containing information on adult and underage members of the foster parent’s family from the list of mandatory documents presented by the citizen in the case of a temporary transfer of a child to the family;
Extends the validity of the foster care and custody agency’s resolution on the possible transfer of a child to a foster family from one year to two years;
Reduces the deadline for taking a decision by a foster care and child custody agency on the possibility of a temporary transfer of a child to a foster family from 15 to seven days;
Extends the validity period of the medical examination or other document indicating the health conditions of those willing to become foster parents or custodians, from three to six months.
The implementation of this resolution’s provisions will enhance the conditions which should result in an increase in the number of children without parental care being transferred to the care of citizens of the Russian Federation, and will also help families willing to accept children in this category.
