The document was developed by the Ministry of Communications and Mass Media in fulfilment of the Presidential instruction of May 23, 2013 to elaborate the draft resolution On Establishing the Innopolis Innovation Centre in the Republic of Tatarstan.
The directive is designed to implement the Strategy of Innovative Development of the Russian Federation until 2020 and is aimed at supporting the proposals made by the President of Tatarstan to create the Innopolis innovation centre in the village of the same name. Establishing the centre will help increase the share of high-tech products in Russia's GDP in the field of information technology by integrating science, education and production. It will increase the efficiency of the use of the academic and educational potential of the Republic of Tatarstan for the Russian IT industry to continue its growth, while creating new jobs that meet today's requirements for workforce productivity.
The implementation of the directive will not require further allocations from the federal budget in excess of those already provided in Paragraph 18.1 of Article 11 of the Federal Law of November 30, 2011 On the Federal Budget for 2012 and the Planning Period for 2013-2014 in the amount of 1.73 billion roubles and in Paragraph 13 of Article 11 of the Federal Law of December 3, 2012 On the Federal Budget for 2013 and the Planning Period for 2014-2015 in the amount of 3 billion roubles.
