The document has been prepared by the Russian Ministry of Sport in pursuance of Clause 2 of the Executive Order of the President of the Russian Federation dated May 8, 2013, On the Procedure of Entering and Leaving the Russian Federation for Foreign Citizens and Stateless Individuals in Connection with Hosting International Sports Competitions.
The directive approves a list of international sports competitions and the duration of stay in the Russian Federation of foreign citizens and stateless individuals participating in the competitions (athletes, coaches, team managers and other members of the official foreign delegations, as well as sports referees and other officials authorised by the organiser of an international competition) who are entitled to visa-free entrance to and exit from the Russian Federation on the basis of valid documents identifying the person, which are recognised as such by the Russian Federation, and an accreditation certificate issued by the organiser of the international competition.
The list includes the World Martial Arts Games SportAccord to be held in St Petersburg from October 8 to November 3, 2013; the 12th World Rowing Championships in Moscow from July 27 to August 17, 2014; the 16th World Aquatic Championships in Kazan from July 7 to August 7, 2015; the 22nd World Ice Hockey Championship in Moscow and St Petersburg from April 19 to May 22, 2016.
The directive orders the Russian Ministry of Sport, with approval from the Federal Security Service, to endorse an accreditation certificate form which carries the right for a visa-free entrance to and departure from the Russian Federation of foreign citizens and stateless individuals participating in the holding of international sports competitions, and the description thereof.
The expenses of the aforementioned activities will be covered by the current financing of the Russian Ministry of Sport. No additional funding from the federal budget is deemed necessary.
