The document has been drafted by the Government in execution of the Federal Law On State Defence Orders dated December 29, 2012, which stipulates that the state controls the prices of products included in the state defence order by approving the lists of such products.
The aforementioned list is established taking into account proposals by the Ministry of Defence, the Ministry of Economic Development, the Ministry of Industry and Trade, the Ministry of the Interior, the Federal Security Service, the Federal Guard Service, the Investigative Committee, the Federal Service for Drug Control, the Federal Space Agency, the Federal Tariff Service, the Federal Service for Defence Contracts and the Rosatom State Corporation. The list includes advanced weapons, military and special equipment (components thereof), which are high-technology products with extended manufacturing cycles and require a special price regulation regime with regard to placing and fulfilling defence orders.
The document is aimed at determining which products in the state defence order should be subject to price controls, and also at facilitating the timely placement and fulfilment of the state defence order while balancing the interests of public procurement customers and the main contractors.
