The Federal Drug Control Service has drafted a resolution On Amending Certain Government Acts To Improve Control over Drug Trafficking.
A new synthetic psychostimulant, karfentanyl, is currently reported to be spreading across Russia.
Among drug addicts it is circulating both in pure form and mixed in with heroin, fully copying its narcogenic effects and capable, even after a single dose, of producing physical and psychological dependence. Since karfentanyl requires much smaller doses than heroin, cases have been recorded of deaths as a result of overdosing.
Karfentanyl has been included under the “Narcotics” heading in List II of the Inventory of Drugs, Psychotropic Substances and their Precursors Subject to Control in the Russian Federation, as approved by Government Resolution No. 681 of June 30, 1998. In addition, significant, large and very large quantities of drugs and psychotropic substances specified in Articles 228, 228.1, 229 and 229.1 of the Criminal Code of the Russian Federation have been amended and approved by Government Resolution No. 1002 of October 1, 2012.
Implementing the resolution will help to improve state control over the circulation of new types of drugs.
