The directive was prepared by the Ministry of Foreign Affairs and the Ministry of Natural Resources and Environment in accordance with Federal Law No. 101-FZ On International Treaties of the Russian Federation dated 15 July, 1995.
The signed directive approves the Paris Agreement adopted on 12 December, 2015 at the 21st session of the Conference of the Parties to the UN Framework Convention on Climate Change (hereinafter referred to, respectively, as the Paris Agreement and UNFCCC).
The strategic goal of the Paris Agreement is to hold the increase in the global average temperature by late 21st century “well below” 2°C above pre-industrial levels and “pursue efforts” to limit the temperature increase to 1.5°C.

On 1 March, 2016, the official translation of the Paris Agreement in all official UN languages was posted on the UNFCCC website.
The Paris Agreement will open for signing at the UN Headquarters in New York on 22 April, 2016.
The right to sign the Paris Agreement in the UN on behalf of the Russian Federation was conferred to Deputy Prime Minister Alexander Khloponin.
The document was reviewed and approved at a Government meeting on 14 April, 2016.
