The agreement has been prepared to replace the Agreement on Multilateral Interstate Specialised Production and the Supply of Breeds and Hybrid Seeds of Agricultural Cultures signed on October 9, 1992, in Bishkek. The agreement was based on the need to improve the legal framework and further development of multilateral cooperation in seed farming, to remove existing gaps, including in creating a common agrarian market of seeds of breeds and hybrids of agricultural cultures, planting stock of fruits, berries and grapes, and the need for agreed action in seed selection and farming.
The provisions of the document have been developed based on the Strategy for Economic Development of the Commonwealth of Independent States up to 2020, a Complex of Joint Measures on Improving Food Security of the CIS member-states approved by the decisions of the Council of Heads of Government of the CIS of November 14, 2008 and the Concept for Improving Food Security of the CIS member-states approved by a decision of the Council of Heads of Government of the CIS of November 19, 2010.
The agreement establishes the main guidelines for cooperation between participant states in seed selection and farming, and determines the procedure and conditions of interstate supply of seeds and planting stock.
The agreement is valid for an indefinite period. When it enters into effect, it will be open for accession by any state.
The agreement was approved by the CIS Economic Council on December 14, 2012.
