The Directive has been prepared by the Ministry of Natural Resources and Environment under Article 11 of the federal law On International Agreements of the Russian Federation. The Agreement on Preventing and Fighting Wildfires on Border Territories of members of the Commonwealth of Independent States has been prepared by the Intergovernmental Council for the Forest Industry Complex and Forestry jointly with the Executive Committee of the Commonwealth of Independent States.
Under the agreement, the governments of the member states will establish on the territory of each state a zone for conducting joint efforts to protect this territory against wildfires. This zone will form a 20-km wide strip along the state border between nations. The nations will establish a list of relevant agencies responsible for oversight of wildfire prevention, agreeing and implementing efforts to prevent and suppress wildfires, organise and conduct intergovernmental exercises on cooperation in the event of trans-border wildfires. Each side will create specialised dispatcher services (communications points) to provide prompt information on the threat of the emergence or spread of wildfire.
The implementation of the Agreement is aimed at improving the work on wildfire prevention and suppression on border territories, reducing the damage inflicted by wildfires and offering assistance and sharing experience in fighting wildfires.
