The directive approves the Cooperation Programme between the Government of the Russian Federation and the Government of the Republic of South Africa in the area of joint cultural projects in 2013-2016, signed at the BRICS Summit in Durban on March 26, 2013.
The programme has been prepared in accordance with Article 3 of the Agreement between the Government of the Russian Federation and the Government of the Republic of South Africa on cooperation in the field of culture, which was signed in Moscow on April 29, 1999 and agreed upon with the Ministry of Foreign Affairs, the Ministry of Finance, and the Ministry of Justice.
The programme is not an international treaty and does not create any rights or obligations governed by international law. It contains no rules other than those stipulated by Russian law, and does not contradict previously signed international intergovernmental acts.
The implementation of the programme will contribute to strengthening the cultural ties between the Russian Federation and the Republic of South Africa and will not entail additional federal budget expenditures.
