The agreement will facilitate the joint defence of the airspace of the Union State’s external borders and the establishment of a unified regional Russian-Belarusian air-defence system.

The Russian-Belarusian agreement on a Russian airbase on the territory of Belarus (hereinafter referred to as the Agreement) is aimed at further developing bilateral cooperation in the implementation of the Russian-Belarusian Agreement on the Joint Defence of the Airspace of the Union State’s External Border and the Establishment of a Unified Regional Russian-Belarusian Air Defence System of 3 February, 2009 and the maintenance of regional peace and stability.
The Agreement establishes:
- the procedure for the deployment, use and operation of the Russian airbase on Belarusian territory;
- the procedure for the use of the airbase in conjunction with the Belarusian Armed Forces to protect the sovereignty and security of both countries, including repulsing armed attacks by international terrorist groups;
- the procedure for the transfer and use of land plots and other property;
- the status of Russian airbase personnel and their family members.
In accordance with the federal law On the International Treaties of the Russian Federation, upon signing, the Agreement is subject to ratification, since it is related to issues of Russia’s defence capability and ensuring international peace and security.
