The directive was drafted by the Ministry of Education and Science in accordance with Article 9 of Federal Law No. 101-FZ On International Treaties of the Russian Federation of July 15, 1995.
The Agreement on Cooperation between Members Countries of the Eurasian Economic Community in Training and Certifying Highly Qualified Scientists and Science Teachers was drafted by the Council on Education of the Integration Committee of the Eurasian Economic Community and approved during the 58th meeting of the Integration Committee of the Eurasian Economic Community.
The purpose of the agreement is to formulate cooperation mechanisms to enable highly-qualified scientists and science teachers to be trained and certified within the framework of the Eurasian Economic Community. Implementing the directive’s provisions will help upgrade the regulatory documents needed to train and certify highly-qualified scientists and science teachers, ensure the compatibility of various requirements for those submitting scientific theses who want to obtain academic status, hold mutual consultations during the drafting of various curricula and profession lists for training scientists, as well as joint projects to exchange experiences, and to train and certify highly-qualified scientists.
