The document, developed by the Ministry of Transport, contains instructions to conclude a concession agreement regarding the toll road, the Moscow – St. Petersburg Expressway, sections 543 – 646 km and 646 – 684 km.
The directive approves the main terms of the concession agreement, the tender criteria and tender criteria parameters. The document also confirms that the tender for concluding the concession agreement is open and transparent. The Russian Motorways state company has been instructed to draft a concession agreement and documents for the tender and gain the approval of the relevant government agencies.
The approved document invalidates Government Directive No. 1036-r dated June 21, 2012.
Under the concession agreement, the concessioner shall be responsible for the construction, opening and subsequent operation of the motorway, including the collection of toll fees on behalf of the concessor. The construction must be completed within 36 months from the date permission for construction is granted. The motorway shall be operated by the concessioner for 24 years from the date it opens to traffic.
From the date the toll road becomes operational, the property rights for the motorway shall belong to the Russian Federation, while the right of possession and operation shall belong to the concessioner.
The Transport Strategy of the Russian Federation until 2030 approved by Government Directive No. 1734-r of November 22, 2008, includes the construction of the Moscow – St Petersburg expressway as a major project for the development of the transport infrastructure in the Northwestern Federal District up to 2015.
The construction of the new motorway is in response to the exhausted capacity of the existing M10 federal motorway between Moscow and St Petersburg and aims to develop an efficient system of high-speed transport between Moscow and St. Petersburg, reduce transport costs and improve the quality of related services. It is also expected to improve the capacity of the North-South international transport corridor and pan-European corridors No. 2 and No. 9.
