The Ministry of Transport drafted this document fulfilling the President’s executive order No 596 of May 7, 2012 on long-term government economic policy, in particular, on creating a mechanism for involving foreign companies with modern technology and administrative responsibilities in contests and auctions on the construction of federal and regional roads.
The resolution supplements the provisions on the organisation and conduct of expert evaluation reports on the project documentation and results of engineering research that was endorsed by the Government’s Resolution No 145 of March 5, 2007. This has established the norm according to which the stage of road construction includes preparations for construction, such as withdrawal of land plots required for road construction, alienation of real estate in connection with withdrawal of the land plots on which it is located, registration of rights to the possession and use of the said plots of land, demolition of buildings and structures, transfer of engineering communications, cutting down trees, archaeological excavations and mine lifting. Until now, preparation of the territory for the building of motorways was not regarded as a separate stage of construction.
This fact is particularly important for road construction in large cities and other regions with many engineering transport links that must be transferred, numerous land owners and real estate that will have to be demolished.
Now the preparation of land is a separate stage of construction and project documentation will be prepared just for this work. This will make it possible to fully prepare the territory for road construction and release it of all encumbrances.
Thus, a road building company that will be chosen as a contractor will be able to start construction work right away without doing any preparatory work. It will not have to transfer transport links or cut down trees. This document will make it possible to involve domestic and foreign companies with modern technology and administrative responsibilities in taking part in contests and auctions on the construction of federal and regional motorways.
