Reference
The draft directive on introducing amendments to Russian Federation Government Directive No 2146-R of December 31, 2009, which approved the Long-Term Operation Programme of the Russian Motorways state company, has been prepared by the Ministry of Transport.
The amendments are due to the need:
- to adjust the programme with account for the adopted Transport System Development state programme;
- to update the programme with account for the parameters of the concluded contracts and agreements;
- to bring the programme in line with the parameters of the federal law On the 2012 Federal Budget and the 2013-2014 Planning Period and the federal law On the 2013 Federal Budget and the 2014-2015 Planning Period;
- to expedite the construction of the Moscow-St. Petersburg Expressway and the reconstruction of the M-1 Belarus federal motorway in order to commission them in advance of the FIFA 2018 World Cup;
- to include in the programme the construction project of the 1st commissioning stage of the Central Ring Road in the Moscow Region according to Russian President Dmitry Medvedev’s List of Instructions No PR-930 of April 12, 2012, following a meeting on the development of the Moscow agglomeration.
In addition, the amendments to the programme are being introduced because the period for implementing the 2010–2015 Transport System Development federal targeted programme will be extended to 2020.
The implementation of the directive will contribute to the development of the network of expressways across the Russian Federation.
