The document has been prepared by the Ministry of Regional Development in compliance with the Government Resolution No 392 of May 26, 2008 On Forming, Extending and Distributing Federal Budget Subsidies to Regional Budgets. Based on this list, the federal executive bodies and budget planning agencies set the objectives for extending federal budget subsidies for a corresponding financial year.
The list is formed based on the President’s executive orders of May 7, 2012, The Main Guidelines of the Russian Federation Government Activity to 2018, state programmes and other major regulatory documents. The list includes regional spending commitments envisioned as regional and municipal priorities in the coming three years.
The document includes 16 priority spending commitments characterised by aggregate target indicators formed under the state programmes. The information on the indicators and their levels were submitted by the federal executive bodies and budget planning agencies responsible for implementing these state programmes. The indicators refer to enlarged priority spending commitments; their choice is determined by the priority of some measures for a specific economic sector and regional/municipal socio-economic development, taking into account social significance for people.
The adopted list of priority expenses will be used as orienting points for 2013-2015 for budget planning agencies for more efficient use of funds extended for regional and local objectives.
