The Ministry of Civil Defence, Emergencies and Disaster Relief (MChS) is a federal executive body responsible for drafting and implementing government policy and legal regulation, control and oversight in the field of civil defence and the protection of citizens and territories from natural and man-made emergencies (hereinafter referred to as emergencies), and providing fire and water safety. The President of the Russian Federation oversees the activity of the Ministry of Civil Defence, Emergencies and Disaster Relief.
