On approving a new version of the Transport Strategy of the Russian Federation up to 2030
The new version of the Transport Strategy is intended to create a common transport system in Russia based on the well-balanced and expedient development of a cost-effective transport infrastructure, to provide affordable and high-quality public transport services in line with social standards, to provide affordable and high-quality transport logistics services in freight traffic, to integrate the country in the global transport system, to tap into the national transport system potential and to enhance the safety of the transport system. Project implementation deadlines and stages have been adjusted, including expanded high-speed rail services, and the document also updates a mid-term action plan to implement the Transport Strategy in 2014-2018.

On submitting to the State Duma a draft law by the Ministry of Foreign Affairs and the Federal Space Agency to ratify an agreement between the governments of the Russian Federation and the Republic of Nicaragua on cooperation in the exploration and use of outer space for peaceful purposes
The agreement envisages, among other things, the installation of GLONASS differential correction and monitoring stations in the Republic of Nicaragua.

On submitting a draft law, prepared by the Ministry of Foreign Affairs and the Russian Federal Space Agency (Roskosmos), on the ratification of the Agreement between the Government of the Russian Federation and the Government of the Socialist Republic of Vietnam on Cooperation in Civilian Space Exploration Programmes
The Agreement will promote mutually beneficial Russian-Vietnamese cooperation, including in such promising areas as satellite navigation (installation of differential correction and monitoring stations of the GLONASS system), space telecommunication technologies, remote sensing of the Earth’s surface, space medicine, biology and a number of other areas.

This is the basic document underlining the agreement between the Russian Federation, the Republic of Belarus and the Republic of Kazakhstan to establish the Eurasian Economic Union to strengthen integration, remove obstacles to the free movement of goods, services, capital and workforce and conduct a coordinated or common policy in the key economic sectors.

The agreement is being prepared at Hungary’s initiative in view of its intention to promote cooperation with Russia on operating, upgrading and shutting down blocks 1 through 4 of the Paks Nuclear Power Station, as well as designing, building and launching two new power blocks with Russian reactors at this station.

In line with established international practices, a country exporting nuclear technology should provide comprehensive assistance to its customer countries in developing their national nuclear industry infrastructure, with a national nuclear and radiation safety and security system being among its major components. This document is aimed at implementing measures set in the Federal Targeted Programme Advancing the Nuclear Energy Industry and in the state programme Protecting Population and Territories from Emergency Situations, Ensuring Fire and Water Safety.

The directive includes, among other things, performance indicators for the roadmap, along with innovations such as the requirement to equip all offices of the Federal Service for State Registration, Cadastre, and Cartography that accept and issue documents with queue management systems, audio recording equipment and video cameras for real-time online streaming.

On the reduction of greenhouse gas emission volumes
The Government of Russia has been instructed to make sure that the volume of greenhouse gas emissions is reduced to not more than 75% of 1990 baseline emissions. The directive approves an action plan to ensure the required volume of greenhouse emissions up to 2020, and it also stipulates project implementation forms and records and their regular submission. These decisions aim to reduce the carbon intensity levels of the Russian economy.

On state regulation of the consumption and sale of ozone-depleting substances
The document specifies maximum permissible annual consumption levels for ozone-depleting substances, which meet the levels stipulated in the Montreal Protocol on Substances that Deplete the Ozone Layer. The resolution also introduces a clause under which their production volume meets the levels calculated annually with due consideration for total maximum permissible production volumes.
