On the reduction of greenhouse gas emission volumes
The Government of Russia has been instructed to make sure that the volume of greenhouse gas emissions is reduced to not more than 75% of 1990 baseline emissions. The directive approves an action plan to ensure the required volume of greenhouse emissions up to 2020, and it also stipulates project implementation forms and records and their regular submission. These decisions aim to reduce the carbon intensity levels of the Russian economy.

The document specifies maximum permissible annual consumption levels for ozone-depleting substances, which meet the levels stipulated in the Montreal Protocol on Substances that Deplete the Ozone Layer. The resolution also introduces a clause under which their production volume meets the levels calculated annually with due consideration for total maximum permissible production volumes.

On submitting to the State Duma a draft law aimed at reducing the cost of passenger air traffic as tariffs are set
On Implementing the Promoting Competition and Improving Antimonopoly Policy Road Map. The draft law provides for two possible types of tariffs – those that incorporate the risks of passengers cancelling their trip and those tariffs without such risks. By expanding the choice of terms and the process for carrying passengers and creating conditions for decreasing the cost of carrying, the draft law thus improves the situation for about 92% of passengers. The situation for those passengers who cancel their trip does not deteriorate either.
