Submitting to the State Duma a draft law authorising the Government to ban the sale of certain categories of goods in Russia
The draft law would authorise the Russian Government to introduce a ban on the sale of certain categories of goods, primarily those that were brought into any of the Eurasian Economic Union member-countries with import duties assessed at a rate different from the Union’s common customs tariff rates.

Submitting to the State Duma draft laws on Russia’s accession to the Montreal Convention for the Unification of Certain Rules for International Carriage by Air
The adoption of the draft laws will make it possible to introduce into Russian laws the legal system for international carriage by air established under the Montreal Convention and provide a competitive environment for air carriers and consumers of their services. Under the Montreal Convention, electronic means of recording, storing and processing documents of carriage are introduced for all international carriage by air. The norms of the Air Code are brought in line with the Montreal Convention. In particular, the timeframe for the carriage of passengers by air is defined as the period of their presence on board the aircraft, as well as the period of embarkation and disembarkation. The drafts specify the deadlines for submitting compensation claims for damage to (destruction, loss of) baggage, cargo, or postal items.

The Convention was signed on 19 May 2015 in Brussels.

Submission of a proposal to sign the Council of Europe Convention on Integrated Safety, Security and Service Approach at Football Matches and Other Sports Events, to the President of Russia
The Convention is aimed at enhancing international cooperation to provide security at football matches and other sports events, and to decrease the probability of violence or civil disorder among citizens or groups of citizens.

Creation of the Russian Scientific Arctic Expedition to Spitsbergen Archipelago
The expedition has been set-up as part of the state programme Environmental Protection, 2012−2020, with a view of enhancing the efficiency of Russian organisations operating on Spitsbergen (Svalbard) Archipelago and in the adjacent waters of the Arctic Ocean, as well as expanding international cooperation. The directive is consistent with the provisions of the Svalbard Treaty and other international treaties.

Russia accedes to European Convention on the Abolition of Legalisation of Documents
The signing of the Convention will allow Russian citizens obtaining documents from diplomatic and consular missions of the Russian Federation abroad to present them to government offices of countries that have joined the Convention without consular legalisation.

Introduction of the draft law to ratify the Agreement between the governments of SCO member states on the International Road Transportation Facilitation to the State Duma
The new legislation will simplify and harmonise the national procedures and requirements of Shanghai Cooperation Organisation member states concerning international motor traffic, remove the existing ban on Russian motor vehicles’ entry to China via checkpoints on the Chinese-Kazakh border, and consequently boost Russia’s trade with China.

On signing an agreement between the governments of Russia and China on the construction and operation of a cross-border cableway over the Amur River
Construction of the world’s first cross-border cableway will support development of tourism in the border areas of the two countries, attract investment for the development of a modern tourist infrastructure in the Amur Region, and promote socioeconomic development in the region.

Restricting the share of certain foreign-made medical goods in state and municipal purchases
The document approves a list of certain foreign-made medical goods covered by restrictions in the state and municipal purchases . Proposals for the supply of foreign-made medical goods, except those from Armenia, Belarus and Kazakhstan, shall be turned down if at least two proposals are received for the supply of medical goods from Russia, Armenia, Belarus or Kazakhstan. This will help expand domestic production of medical goods.
