The meeting, which was held on February 28, 2013, was attended by the heads of ministries and agencies, members of the Government Commission for the Coordination of the Activities of the Open Government, and members of the Government’s Expert Council.
The Government Commission:
- considered compliance with the Plan for the Implementation of the Russian Public Initiative Concept;
- approved the establishment of the Council for Open Data as part of its work on one of the priorities of the Government’s Open Data, approved its composition, and discussed its work schedule for 2013;
- assigned six federal ministries – the Ministry of Education and Science, Ministry of Energy, Ministry of Healthcare and Social Development, Ministry of Natural Resources and Environment, Ministry of Communications and Mass Media, and Ministry of Emergencies, Civil Defence and Disaster Relief – to draft and approve a “public declaration of aims and goals” in keeping with the open public governance concept;
- issued an instruction to hold at the Expert Council in March 2013 a public discussion of the content of the Unified Portal of the Russian Federation Budget System in order to summarise and record incoming proposals and remarks on upgrading it as part of the Electronic Budget project;
- approved the Government Commission’s work schedule for the first six months of 2013.
