The participants in a meeting of the Government Commission on Electricity Distribution Security (Federal HQ) focused on relief efforts following the major flood in the Far Eastern Federal District. Attending the meeting, which included video link-ups, were the heads of the related government agencies from the Amur Region, Jewish Autonomous Region, the Khabarovsk and Primorye territories, as well as the general directors of Russian power companies, RusHydro, RAO Energy System of East, DRSK, DGK, DEK and their deputies.
The meeting participants reported to Mr Novak on the condition of the energy infrastructure and the measures taken to mitigate the aftermath of the flood. The Minister of Energy instructed DRSK to prepare a consolidated report on the condition of the entire electric power infrastructure in the affected regions, including the facilities of the local power companies. The heads of the related government agencies of the Amur Region, Jewish Autonomous Region and the Khabarovsk Territory were instructed to calculate the region’s demand for coal and specify the volume and terms of fuel deliveries. The Ministry of Energy together with the heads of the coal companies will work on the urgent delivery of coal to the affected regions, including deliveries on a non-prepaid basis.
The Minister also called for conforming to the limits of oil product reserves in the flooded regions. “Please watch this carefully, because any deficit will cause a price spike and local discontent,” Mr Novak stressed.
Based on the Minister’s instructions, public reception offices will be established at the branches and affiliates of the energy companies and local government agencies. This will provide direct contact for those dealing with problems related to energy and other life-support issues (rescue operations, law enforcement and medical aid).
“Many people in the villages don’t have telephones, and in such an emergency situation they should be provided with timely assistance in all areas. We need to literally visit every house, work directly with people,” Mr Novak said.
The situation in the Amur Region and Jewish Autonomous Region and in the Khabarovsk Territory is under the Minister’s personal control. The energy companies in the Primorye Territory are preparing for the winter as scheduled.
