Rainstorms accompanied by flooding in the summer of 2013 took place on the territories of the Republic of Bashkortostan, the Republic of Sakha (Yakutia), the Primorye Territory, the Khabarovsk Territory, the Jewish Autonomous Region, the Amur Region and the Chelyabinsk Region. They have caused damage to personal property, homes, bridges, motorways, housing and utilities and social facilities, transport infrastructure and agricultural equipment.
The directive is as follows:
1. In connection with the emergency that has developed on the territory of the Republic of Bashkortostan, the Republic of Sakha (Yakutia), the Primorye Territory, the Khabarovsk Territory, the Jewish Autonomous Region, the Amur Region and the Chelyabinsk Region in the summer of 2013, lump sum material assistance shall be provided to the citizens that have suffered damage as a result of this; financial assistance shall be granted to citizens who have lost their property as a result of the emergency. The amount of assistance must comply with the rules established for budget allocations from the Government’s Reserve Fund on preventing and eliminating the consequences of emergencies, that were endorsed by Government Resolution No. 750 as of October 13, 2008.
2. The governments of the Republic of Bashkortostan, the Republic of Sakha (Yakutia), the Primorye Territory, the Khabarovsk Territory, the Jewish Autonomous Region, the Amur Region and the Chelyabinsk Region shall present to the Emergencies Ministry:
а) a list of citizens who have sustained damage as a result of the emergency and who are entitled to lump-sum material aid;
b) a list of citizens who have sustained damage as a result of the emergency and who are entitled to receive financial aid in connection with the loss of property;
c) a list of facilities damaged by the emergency.
3. Based on these lists, the Reserve Fund on preventing and eliminating the consequences of emergencies shall allocate from the budget 3.21 billion roubles, including:
а) up to 422.69 million roubles to the Republic of Bashkortostan;
b) up to 78. 79 million roubles to the Republic of Sakha (Yakutia);
c) up to 373.05 million roubles to the administration of the Primorye Territory;
d) up to 86.16 million roubles to the Government of the Khabarovsk Territory,
e) up to 48 million roubles to the Government of the Jewish Autonomous Region
f) up to 1,666.1 million roubles to the Government of the Amur Region;
g) up to 529.76 million roubles to the Government of the Chelyabinsk Region.
4. The Finance Ministry shall transfer the said budget allocations to the budgets of these regions on the basis of the submitted lists.
