National contests and awards for quality are an effective instrument to encourage companies to upgrade management and production, enhance competitiveness and introduce new technology and innovations.
The National Quality Award was established by Government Resolution No. 423 of 12 April 1996 and takes place annually on the basis of competitions among companies that have achieved a high quality of goods and services or have introduced highly efficient quality management methods.
The award is the largest quality management project in Russia. During the past 16 years the contest has shown that its framework represents a necessary programme of action aimed at encouraging companies to improve quality management and make their products and services much more competitive on this basis.
All in all, more than 1,300 companies from 72 regions have taken part in these contests.
Dmitry Medvedev’s remarks at the award ceremony:
Good afternoon.
I’d like to welcome you to the 16th award ceremony for quality in 2012. This Government award is always an assessment of the performance of a large team, a kind of a gold medal for the high quality of products and services that your companies produce and for intelligent management decisions, in general for what has been achieved.
Today, there are six winners present in this hall. By tradition these companies represent different spheres of our economy and, hence, our life: construction, the power industry, space and missiles. We are always pleased to see companies from different parts of this country. At any rate your successes confirm that we are developing in many areas, including high technology. Your achievements show that you have carried out ambitious plans.
Our life is not simple now. You know that the economy has slowed down. That said, we will work hard to implement our tasks regardless of the global economy, although everything is interrelated now. In any event, the quality of products and services and quality management will become key development factors.
I spoke about this quite recently, at the economic forum last week. As you well know, requirements regarding the quality of goods and labour productivity are growing throughout the world. These requirements are being continuously upgraded, and for this reason the process of self-improvement remains a key development factor for our business as well.

There is no single formula for success. In fact, all of you and your companies are a formula of success. There are different teams, different people and different tasks, but eventually all of them produce good results. This is very important for our country, all the more so since we understand why. In the past people used to say that the life of a country consists of the lives of its residents. Likewise, the success of the economy consists of the success stories of individual companies. I should like there to be more.
Before I present these awards, I’d like to make one point. We are in January 2014 but are presenting awards for 2012. This is not very good. Too much time has passed between when the winners were determined and the award ceremony. Some winners have probably lost hope that they would ever get these awards. We must change this practice. Awards should be presented more quickly, and I will give relevant instruction to my colleagues in the Government.
